Speak out, Sisters: Sexual Harassment at Work
Young Cambodians face overlapping forms of sexual and gender-based violence (SGBV) — shaped by histories of conflict, repression, and silence. These realities unfold at home, in schools, workplaces, public spaces, …and online, where harmful norms too often make harassment seem “normal.”

Speak Out, Sisters: Gang raped at 16
Young Cambodians today face overlapping forms of sexual and gender‑based violence (SGBV), shaped by histories of conflict, repression, and silence.
Gang rape — locally known as “bauk” — reflects deeply rooted …attitudes where some men frame violence as male bonding or entertainment. Weak accountability and informal out‑of‑court settlements often deny survivors justice, reinforcing stigma and silence. Despite recent National Action Plans to address gender‑based violence, survivors continue to face major barriers when seeking protection and accountability.

Marital rape is not specifically criminalized as a distinct offense in Cambodian law, though it can be prosecuted under broader provisions related to sexual aggression and violence. SOS Campaign Song by MC Lisha (1988-2026)
RIP Jessica “Lisha” Srin
(23rd September 1988 – February 5, 2026)
We mourn the passing of Jessica “Lisha” Srin, who lost her battle with tuberculosis on February 5, 2026. Widely regarded …as the mother of Cambodian hip-hop, Lisha emerged from a difficult upbringing and transformed personal struggle into artistic force. Growing up with a single mother, a younger sister, and little contact with her father, she found her voice in rap in the early 2000s, inspired by American hip-hop yet deeply rooted in her own reality.
Through writing, recording, and hosting radio shows, Lisha helped introduce and nurture a then-marginal genre in Cambodia, shaping it into a living cultural movement. She later became part of KlapYaHandz, a collective dedicated to uplifting Cambodian arts through hip-hop and R&B. Lisha was also a frequent and beloved performer at Meta House.
In 2025, Meta House’s ‘Speak Out, Sisters” project commissioned Lisha to create the SOS campaign song—now possibly her final recording.
We invite you to listen to this song in memory of a pioneering artist, a fearless voice, and an enduring role model for Cambodian women in music.
Rest in power, Lisha.

Sexual and gender-based violence (SGBV) was a daily reality for most Cambodian women during the Pol-Pot genocide (1975-79). In modern Cambodia, 25% of women face abuse. Out of shame or fear of being stigmatised, most survivors do not talk about it. To break the silence, the NGO KDKG and its cultural centre Meta House, implement Cambodia’s first multi-media-campaign “Speak Out, Sisters” (SOS). SOS raises awareness for the plight of SGBV-survivors in past and present among Cambodian youth as a catalyst for positive change. Project activities include interactive theatre in classrooms, schoolyard exhibitions, intergenerational dialogues, video productions, TV broadcasts and social media outreach.
The project receives funding from ifa-zivik (Institute for Foreign Relations) through the Foreign Office of the Federal Republic of Germany.Show More

Speak Out, Sisters! Testimonial spot by SGBV witness Voeun Chan
🎞️ Voeun Chan, born in 1954, testified about witnessing the brutal torture of a female prisoner under Comrade Duch at M-13, a Khmer Rouge prison. Voeun described how Duch stripped …the woman, burned her with a cloth soaked in kerosene, and inflicted brutal injuries that left her unconscious. Duch used his power in a clear example of sexual and gender-based violence (SGBV), to torture the victim through targeted violence to her breasts, constituting a form of sexualized physical abuse, intended to cause pain and humiliation. By condemning Duch at the ECCC, Voeun’s testimonial is a reminder that we must speak out SGBV when we witness it.
🗣️ Did you know? SGBV is often used as a weapon in war as part of a strategy to terrorise, displace, and control communities. Some forms of SGBV may amount to torture to acknowledge the gravity of these acts, to bring to light the prevalence of the violations, and to ensure survivors’ rights. When soldiers speak out for women, they deserve respect for standing against SGBV and supporting human rights. As leaders in positions of privilege and power, it is essential to understand that women and girls are not tools to be exploited or tortured, even when they become prisoners, no excuse should ever justify any form of abuse or experimentation.

Speak Out, Sisters! Testimonial spot by SGBV survivor Noeun Om
🎞️ Noeun Om was about 12 years old when an orphaned youth saw Noeun and proposed to the Khmer Rouge that he would marry her. The Khmer Rouge ordered the …marriage, telling her that she needed to make babies for the revolution, and soon after, the man raped her. This constitutes sexual violence, as the forced marriage and subsequent sexual abuse were acts that used her body as a tool of control and domination, violating her rights and bodily autonomy. After the fall of the regime, she separated and remarried but was stigmatized by her neighbors for not having a traditional marriage.
🗣️ Did you know? Sexual and gender-based violence (SGBV) in Noeun’s case refers to the forced marriage, sexual abuse, and the stigmatization she faced after. SGBV can be physical, verbal, emotional, or psychological acts. When we blame and stigmatize survivors for the SGBV they faced, this is also an act of SGBV, and furthers the harm that the survivor experiences.

Speak Out, Sisters! Testimonial spot by SGBV witness Chantha Nguon
🎞️ Nguon Chantha, born in 1961 in Battambang, testified about witnessing sexual exploitation among Khmer refugees at the Site 2 Camp in Thailand, which housed many Cambodians fleeing the aftermath …of the Khmer Rouge regime. While working as a cook, Chantha observed women engaging in sex in exchange for food, a form of survival, prostitution driven by hunger and desperation. This exploitation took place after the fall of the Khmer Rouge regime in 1979, when many Cambodians, especially women, were left vulnerable and separated from their families. The extreme conditions in the refugee camps, combined with the trauma of the Khmer Rouge era, led to further gender-based violence, highlighting the lasting impact of the regime on women’s safety and well-being.
🗣️ Did you know? Sexual and Gender Based Violence (SGBV) refers to any harmful acts in which the perpetrator forces the victim to do something against their will, including through economic means and unequal power dynamics. Women in these refugee camps were often forced to sell their bodies in exchange for food because there was no other way to survive, making these acts a form of SGBV.

Speak Out, Sisters! Testimonial spot by SGBV Survivors Sophoeun Khvach and Savin Sreuy
🎞️ Sophoeun Khvack and Savin Sreuy, an indigenous couple from Mondulkiri, were forced into marriage by the Khmer Rouge without their consent. Despite the trauma and fear of execution, Sophoeun …and Savin remained together after the regime fell, not only to support each other, but also to avoid the social stigma that came with their forced marriage, which went against traditions. Their story reminds us how important it is to ensure that the younger generation understands the past to prevent the Khmer Rouge from happening again.
🗣️ Did you know? Whenever we are forced to do something against our will relating to sexual and gender norms, through violence, coercion, threats, deception, and cultural expectations, we experience SGBV. This includes forced marriages where people, including Sophoeun Khvack and Savin Sreuy, were deprived of the right to choose who they wanted to marry and love.

Speak Out, Sisters! Testimonial spot by SGBV Survivors Pom Veu & Thong Seng
🤔 Under the Khmer Rouge, indigenous Survivors Pom Veu and Thong Seng were forcibly married. To refuse would have led to their execution, so Pom and Thong forced themselves to …accept each other. Their story shows that both men and women, who were forced to marry under the regime, and pressured to engage in sexual acts for the so-called ‘do it for the revolution’, are victims and survivors of Sexual and Gender Based Violence (SGBV).
🗣️ Did you know? Sexual and gender-based violence (SGBV) includes threats, coercion, and other forms of deprivation of liberty, whether they occur in public or private settings. SGBV can be physical, emotional, psychological, or sexual in nature. Although the majority of victims and survivors of SGBV are girls and women, boys and men can also be harmed by SGBV.

Speak Out, Sisters! Film Festival – The Gendered Lens (Khmer/English)
🎞️ The SOS Women’s Film Fest, held from Jan 30 to February 4, 2024, featured documentaries, dramas, and short films by Cambodian female filmmakers. Live Q&A sessions with the filmmakers …and actors were held after the screenings. The documentary follows this event.
🗣️Did you know? Sexual and Gender-Based Violence (SGBV) was a daily reality for most Cambodian women during the Pol-Pot genocide (1975-79). In modern Cambodia, 25% of women face abuse. Out of shame or fear of being stigmatized, most survivors do not talk about it. Speak Out, Sisters! Testimonial spot by SGBV survivor Satiyah
🎞️ During the Khmer Rouge, Riya’s or Satiyah’s life was torn apart. Pregnant and fleeing bombs, she was left to survive alone after her husband died. When a Khmer Rouge …soldier tried to rape her, she used her wits to escape, but even after speaking out, she was blamed instead of being protected. Her story is a reminder that survivors of rape also face the pain of stigmatization. In a place where rape was common and silence meant survival, she gained courage through her religion and fought back.
🗣️ Did you know? Sexual and gender-based violence (SGBV) refers to physical, emotional, and psychological acts. In addition to the forced labor after pregnancy and attempted rape by the Khmer Rouge soldier, the blame Satiyah faced after she spoke out about her rape is also a form of SGBV because it is an act that refuses to recognize the suffering of the survivor and is based on gender norms.2

Puppets Beyond Borders
Puppets Beyond Borders 2011
Southeast Asia has a long-standing and very rich tradition in the art of puppetry. The forms of expression are as diverse as the countries themselves, reaching from …the famous shadow plays to Vietnamese water puppetry to string- or stick-controlled marionettes. In 2011, the artistic exchange project “Puppets Beyond Borders” brought together puppeteers from Germany, France, Cambodia, Myanmar and Thailand in October and November 2011. The SE Asian groups “Htwe Oo” (Myanmar), “Makhampon Theatre Group” (Thailand), and a group of former students of the Theatre Department of the Royal University of Fine Arts (Cambodia) met and worked with the German “Theater Handgemenge” and the French ensemble “Les Rèmouleurs”. The artists engaged in workshops in Chiang Mai, Phnom Penh and Yangon, encountering each other’s different stylistic, technical and conceptual approaches to the art of puppetry. Together they prepared performances in each city, weaving together their newly developed plays centering on the theme “Home”. “Puppets beyond borders” was a truly inspiring experience, opening up new perspectives on artistic production for all artists involved.
From October 16th until 30th 2011 the puppeteers meet for the initial workshop and two performances (28th – 29th October) at the Empty Space and the CMU Art Museum in Chiangmai. From there they travel to Phnom Penh (workshop November 1st – 3rd, performances November 4th – 5th) and Yangon (workshop November 7th-10th, performances November 11th – 12th), taking the art of puppetry truly beyond borders.
A Burmese/Cambodian film team – led by Cambodian filmmaker Sao Sopheak and Burmese counterpart Hnin Ei Hlaing (aka “Snow”) – accompanied this tour in order to produce a project documentary about this very unique artistic exchange.
“Puppets Beyond Borders” was a joint initiative by the French Institutes of Cambodia and Myanmar and the Goethe-Institut in collaboration with Empty Space Chiangmai, the German Embassy in Yangon and the Meta House Phnom Penh. This French-German collaboration is supported by the Elysèe-Fund.Show More

Speak Out, Sisters! Testimonial spot by SGBV survivor Preap Sokhoeurn
🎞️ The brutal truth of the Khmer Rouge ideology is revealed through the story of Preap Sokhoeurn, an 18-year-old forced into marriage to fulfill the regime’s demand: “Live, love, and …create children for the revolution.” Stripped of choice and trapped by fear, Sokhoeurn faced coercion, dehumanization, and survival under an oppressive system. Her story exposes how the Khmer Rouge used love and family as tools of control, leaving scars on individuals and society.
🗣️ Did you know? Any form of nonconsensual sex can constitute Sexual and Gender Based Violence (SGBV), including between married people. Whenever we are forced to do something against our will, through violence, coercion, threats, deception, and cultural expectations, we experience SGBV.
🎥 About the Project: This video is part of the Speak Out, Sisters! project by Meta House/NGO KDKG. Interviews with SGBV survivors inspired a 30-minute theater play, performed for students aged from 14 up across Cambodia.

Speak Out, Sisters! Testimonial spot by SGBV survivor Pen Sokchan
🎞️ As a teenager under the Khmer Rouge, Pen Sokchan suffered sexual violence from Khmer Rouge cadres that left deep and lasting wounds. After running away from a forced marriage, …Khmer Rouge militiamen, along with her husband, found her and raped her. Sokchan’s story tells us how serious the effects of sexual violence can be, and why we must listen, understand, and act to stop it from happening again. She was the youngest of the ECCC civil parties who provided testimony about forced marriage and sexual violence at that time. Her story was also told in the “Red Wedding” documentary.

Speak Out, Sisters! Testimonial spot by SGBV survivor Hong Savath
🎞️ Hong Savath was only 14 years old when Khmer Rouge soldiers shattered her life. Savath witnessed the Khmer Rouge murder her family after her sisters refused their forced marriages. …She survived a brutal gang rape and has carried the trauma and faced stigma ever since, yet she refuses to stay silent. Her story has inspired the Speak Out, Sisters theater play about Sexual and Gender-Based Violence (SGBV), both past and present.
🗣️ Did you know? When Khmer Rouge soldiers gang raped Savath, this was a form of Sexual and Gender-Based Violence (SGBV), as they used violence and threats to force themselves upon her without her consent. This SGBV also affects her son, who has experienced harmful social norms such as discrimination, in addition to secondary PTSD inherited from his mother. The trauma, PTSD, and social stigma experienced by both Savath and her son show how SGBV in the past continues to affect the present.

SPEAK OUT, SISTERS! – Introduction – Orange Day Campaign
Sexual and gender-based violence (SGBV) was a daily reality for most Cambodian women
during the Pol-Pot genocide (1975-79). In modern Cambodia, 25% of women face
abuse. Out of shame or …fear of being stigmatised, most survivors
do not talk about it.
To break the silence, the NGO KDKG and its cultural centre.
Meta House implements Cambodia’s first multi-media campaign “Speak Out, Sisters” (SOS)
from November 2023 to December 2024. SOS raises awareness for the plight of SGBV-survivors in past and present among
Cambodian youth as catalyst for positive change.
Project activities include interactive theatre in classrooms, a schoolyard exhibition,
intergenerational dialogues, video productions, TV broadcasts and social media outreach
in cooperation with NGO “Women’s Media Center” (WMC and the “Ministry of Education,
Youth and Sports” (MoEYS), Desired changes are to alter community perceptions of past
and present SGBV and to make the broader public more aware that women’s priorities are
central to peace.
